David Stephens graduated from the University of Illinois with
a Bachelors of Science degree in electrical engineering, with
major emphasis on power systems. Upon graduation, he was employed
by Illinois Power Company as a construction engineer. His initial
duties included field engineering and contract management in
the installation of high voltage transmission lines and substations.
He was promoted to a power plant electrical engineer and worked
as a startup engineer and construction engineer on fossil and
nuclear power plants. Responsibilities on various plant systems
included: coal handling, boiler soot blowers, ash handling,
boiler feed, condenser circulating water, service water, and
standby diesel generators.
In 1981 he joined the Caterpillar Tractor Company in Peoria,
Illinois. As electrical plant engineer, he was responsible
for the design and construction of gas turbine and diesel generator
test facilities.
In 1983, Mr. Stephens returned to the electric utility industry
by joining Gilbert Commonwealth, Consulting Engineers and Architects
as a lead system completion and test engineer. His responsibilities
included the refurbishment, check-out, and testing of the standby
emergency diesel generators at the Perry Nuclear Power Plant.
Upon project completion in 1986, he joined Nutherm International,
an electrical equipment manufacturer and qualification testing
company, as Vice President of Engineering. He was responsible
for a variety of design and custom manufacturing projects for
electrical distribution, controls, and low and medium voltage
switchgear specifically designed for use in the utility industry.

In March 1994, Mr. Stephens joined BHMG Engineers as an electrical
engineer. His responsibilities involved him in the design,
supervision of design, inspection, and field service of electrical
facilities including generating plants, substations, transmission
and distribution lines, electronic and mechanical controls,
and relaying schemes. In May 1995, he became Executive Vice
President and a principal of the firm. David is the principal
in charge of the electric design of all power plant projects.
He has served as project lead and client interface on municipal
electric utility cost of service and rate studies, power plant,
and substation projects. Additionally, he has had extensive
involvement in project management, schedules, specification
preparation, contract negotiations, and administration.
David Stephens is a Registered Professional Engineer in the
State of Illinois, Iowa and Arkansas and is a member of Institute
of Electrical and Electronic Engineers (IEEE) and certified
as an ANSI N45.2 level III electrical test engineer. |
