QUALIFICATIONS AND EXPERIENCE OF DEAN PARK, P.E.

Dean Park was graduated from the University of Missouri at Rolla in 1972 with a Bachelors degree in electrical engineering with major emphasis on power systems. Subsequent to graduation, he was employed by Illinois Power Company as assistant Service Area Engineer. His duties consisted of design and supervision of design for electric transmission systems and for gas and electric distribution systems, preparation of system coordination studies, computer aided load forecasting, and cost of service load surveys, both gas and electric. In 1974 he joined the firm of Drazen Associates, Inc. of St. Louis, Missouri. Holding various positions including chief engineer, he was engaged in projects for electric utilities, cooperatives, municipal utilities, institutional, and commercial clients in several states. In 1981, he purchased the engineering interests of Drazen Associates, Inc., active since 1937. The firm then became known as The Park Company, Consulting Engineers and conducted a similar practice.

In mid 1986, The Park Company was merged into BHMG Engineers of St. Louis where he holds the position of President and is a senior principal of the firm.

As part of his work, Mr. Park is frequently called on to prepare construction, power, gas supply, electric wheeling, and gas transportation contracts and to review those prepared by others. He has prepared energy management, design, and feasibility studies covering primary and secondary utilities, rate analysis, financial analysis, energy auditing and cost estimating. He has also performed system value appraisals for many public and private utilities including agencies of the United States government.



Additionally, he has been a consultant and expert witness in the areas of accident prevention and investigation, utility contract analysis, utility rates and economics, and utility anti-trust.

Dean Park has testified in several forums for the purpose of establishing the adequacy of utility proposals and practices, including the Missouri Public Service Commission and the Federal Energy Regulatory Commission, the Federal District Court of the Southern District of Illinois, the Missouri Circuit Courts of Perry County, Cape Girardeau County, Callaway County and the City of St. Louis. He is a registered professional engineer licensed to practice in the states of Missouri, Illinois, Iowa, and Arkansas, and he is a member of the National Society of Professional Engineers, the American Consulting Engineers Council, the American Public Power Association, the American Public Gas Association (Board of Directors), and the National Association of Gas Consumers, along with many state and regional associations.
